About
At the heart of the New Hospital Programme is a bold vision to transform the way healthcare infrastructure is delivered in the NHS.
Aligned to the Governments 10 Year Health Plan for England (2025), the programme supports a move from hospital to community, a greater focus on prevention and enabling digital by default. It will create environments that better support workforce wellbeing and safer, higher-quality patient care.
Backed by £60 billion of investment, the programme is being delivered by NHS England and the Department of Health and Social Care.
NHP is reshaping delivery, moving from one-off projects to an integrated, long-term programme. At its core is the Hospital 2.0 system, a standardised model for consistent and scalable delivery, with lessons and improvements embedded from one scheme and wave to the next to drive better outcomes.

Plan for Implementation
In January 2025, the government published the New Hospital Programme: Plan for Implementation
This confirmed that NHP would be backed by up to £15 billion of investment over each consecutive five-year wave, averaging around £3 billion a year by 2030.
The plan confirmed that 16 schemes would start construction between 2025 and 2030, including seven sites constructed primarily with reinforced autoclaved aerated concrete (RAAC) which were already proceeding at pace due to the substantive safety risks to staff and patients.
